Put both masks into the "My PSP" Masks folder
A tube of choice

*This tutorial was created with Paint Shop Pro 9
*Do not deselect until instructed to do so
*Settings will remain the same as last used unless otherwise noted
1. Launch Paint Shop Pro and open the tube

2. Shift+D to duplicate it

3. Close the original

Choosing colors for the background

4. Activate the Dropper Tool (E)

5. Left click a color in the tube to set the Foreground and Stroke Color in the Materials Palette

6. Right click another color to set the Background and Fill Color in the Materials Palette

7. Layers>Load/Save Mask>Load Mask From Disk Settings:
20/20 mask
Source luminance clicked
Fit to layer is clicked
Invert transparency is not checked
Hide all mask is clicked

8. Layers>Merge>Merge Group

9. Image>Resize Settings:
No greater than 350 pixels on the largest side
Resample using: checked
Smart Size is selected
Lock aspect ratio: checked
Smart size is selected
Resize all layers is checked

10. Adjust>Sharpness>Sharpen (if needed)

11. Image>Canvas Size Settings:
Width: 2,400 pixels or your preference
Height: Original Dimension shown
Lock aspect ratio: not checked
Placement
Left center arrow is clicked

12. Layers>New Raster Layer

13. Layers>Arrange>Send to Bottom

14. Activate the Flood Fill Tool (F) Settings:
Match mode: None
Use all layers is not checked
Blend mode: Normal
Opacity: 100

15. Left click the canvas to flood fill it with the foreground color

16. Activate the Freehand Selection Tool tool Settings:
Selection type: Point to point
Mode: Replace
Feather: 0
Smoothing: 0
Anti-alias is checked

Back to the flood filled layer

17. Select a line diagonally down the strip and then the bottom and up like in the example
Don't leave any space at the bottom or side of the strip while selecting






18. Activate the Flood Fill Tool (F)

19. Right click the selection to flood fill it with the background color

20. Selections>Select None

21. Lower of the opacity on this layer to 70%

22. Effects>Reflection Effects>Pattern Settings:
Image Area
H offset 0
V offset 0
Rotation Angle will be between 125-145
(should barely see the waves in the edges)
You can see it in the preview pane
Scale factor 0
Pattern Settings
Number of columns 20
Number of rows 20
H shift 0
V shift 0

23. Layers>Load/Save Mask>Load Mask From Disk Settings:

Source luminance clicked
Fit to layer clicked
Invert transparency checked
Show all mask checked

24. Layers>Merge>Merge Group

Activate the Flood Fill Tool (F)

25. Layers>New Raster Layer

26. Layers>Arrange>Send to Bottom

27. Right click the canvas to flood fill it with background color
or
Left click the canvas to flood fill it with the foreground color

28. Close off the tube layer in the Layers Palette

29. Right click the bottom layer in the Layers Palette and Merge>Merge Visible

30. Effects>Image Effects>Seamless Tiling Settings:
Tiling method
Edge
Direction
Vertical
Width (%): 78
Transition (%): 50

31. Open back up the tube layer

32. Layers>New Raster Layer

33. Layers>Arrange>Bring to Top

34. Add your credit(s)

35. Layers>Merge>Merge All (Flatten)

36. File>Save As A JPEG and as the letter background
